Health System Strengthening—Human Resources Proposal Guidebook

This guide provides step-by-step instructions to aid country coordinating mechanisms, Global Fund proposal-writing teams, and decision-makers at all levels to tackle the complex Global Fund Health System Strengthening (HSS) proposal process for human resources. It supports the Global Fund mission to promote improved country health systems, including investment in health workforces, to overcome constraints to achieving malaria control program scale-up and sustainability goals. The toolkit includes the essential tools needed for winning HSS proposals; the guide focuses on the WHO Building Block, "Health Workforce."

Summary of main features

Purpose
To help national malaria control programmes develop successful proposals for funding of health system strengthening—human resources components.

Scope of interventions
National malaria programmes wishing to submit an HSS-HR proposal will find this tool useful for analyzing and quantifying human resource needs and preparing the proposal

Limitations
Use of this tool presumes that an assessment of the human resource needs of the organization has already been completed. This information in the assessment is used to populate many of the assumptions in the tool.

Output
Calculations of costs for strategy implementation as well as basic elements and considerations for developing a successful health systems strengthening proposal for human resources needed in malaria control

Time frame
This tool is best implemented 2 to 6 months before submission of a proposal
