Purpose
These guidelines have been written to assist national malaria control programs and partners who will be supported by external and internal consultants to carry out their individual needs assessment while also providing a general framework for cross-country comparisons/issues. • Cross-cutting issues: epidemic/emergency control, advocacy/IEC/BCC, surveillance, monitoring, and evaluation
  • Program management and health systems: program management, supply management, and health system strengthening
